The Educational Policy and Leadership Concentration recognizes the need for diversity in school administration positions in today’s public schools. The EPLC currently has one of the most diverse student bodies on the Rutgers-Camden campus, with a larger percentage of female and racial minority students than the majority of other concentrations on campus, and within the Department of Public Policy & Administration itself.
Of the students admitted to the EPLC for Fall 2007, 50% were African-American, 29% Latino, and 21% Caucasian; in addition, more than half of the students were female (57%).
The EPLC faculty also provide a climate of multicultural diversity. Fifty percent of the Department of Public Policy & Administration’s faculty are female, compared to just 34% of faculty in the entire The Graduate School at Rutgers–Camden. In addition, 20% of DPPA faculty are African-American and Latino, in comparison to 17% of minority faculty campus-wide.

Dr. Santiago has taught at Rutgers-Camden for 26 years and helped create the Educational Policy and Leadership Concentration in 2003 as a way to build capacity in schools and create a new generation of school leaders.
As faculty coordinator for the EPLC, Dr. Santiago has expanded the DPPA’s influence and impact in the community by creating the MPA–EPLC AspiringSchool Leaders Cohort with the Camden Board of Education and spearheaded the successful TEAC accreditation process.
She is the Director of the Rutgers Center for Strategic Urban Community Leadership (CSUCL) and founder/Board Chair of LEAP Academy, a K–12 public charter school in Camden.

Currently a visiting instructor in the Department of Public Policy & Administration, Dr. Serico has been an adjunct professor since 2006 and a full-time DPPA staff member since September2008.
Dr. Serico’s work involves teaching, advising, and mentoring students enrolled in the MPA – Educational Policy and Leadership Concentration. He has taught in a variety of public school settings for over 35 years as a teacher, supervisor, principal and assistant principal, assistant superintendent, and director of teaching and learning.
Dr. Serico has also served as an adjunct faculty member at Temple University and Gwynedd Mercy College and as an Assistant Professor of Education at Lock Haven University.
